Each speaker shall be allotted 3 minutes to address the Council, unless such time is extended by the Mayor or by questions from Council. Each person is requested to complete a sign-in form to be provided to the presiding officer prior to, or as soon as is practical thereafter, the person addresses the Council.

VII.     Consent Agenda: The next portion of tonight’s meeting is the consent agenda which contains items that have been determined to be routine and non-controversial. If anyone in the audience wishes to address a particular item on the consent agenda, now is the opportunity for you to do so. Additionally, if staff or members of the City Council wish to speak on a consent item, they have the same opportunity.

A.  Resolution No. 2019-005R, a resolution of the City Council of the City of St. Cloud, Florida, authorizing the waiver of formal bidding requirements and utilizing City of Fort Pierce, Florida Request for Proposals No. 2018-004, previously advertised for bid by City of Fort Pierce, Florida, which is reasonable and otherwise in the best interest of the City of St. Cloud, whose subject matter is City Marina Maintenance Dredging, providing for the award thereof to Waterfront Property Services, LLC d/b/a Gator Dredging, and providing an effective date.

COST: up to $224,600.00

 B.  Resolution No. 2019-028R, a resolution of the City Council of the City of St. Cloud, Florida, authorizing the Mayor to enter into a software services agreement with OpenGov, Inc. for the purpose of providing cloud-based public sector software and support services.

COST: up to $154,140.00

 C. Resolution No. 2019-035R, a resolution of the City Council of the City of St. Cloud, Florida, authorizing the Mayor to submit an application to the Florida Department of State Bureau of Historic Preservation to participate in the Certified Local Government program.

COST: No cost associated with this item.

 D. Resolution No. 2019-036R, a resolution of the City Council of the City of St. Cloud, Florida, authorizing and directing the City Manager to declare items as obsolete, damaged, and/or surplus property and otherwise in the best interest of the City of St. Cloud.

COST: No cost associated with this item.

 E. Resolution No. 2019-037R, a resolution of the City Council of the City of St. Cloud, Florida, authorizing the Mayor to accept three (3) special warranty deeds from Tohoqua Community Development District to  have and to hold for all uses traditionally made of  special warranty deeds.

COST: No cost associated with this item.

 F.  Resolution No. 2019-039R, a resolution of the City Council of the City of St. Cloud, Florida, authorizing the Mayor to enter into Amendment #1 to the Letter of Agreement between the City of St. Cloud and the Tohopekaliga Water Authority relating to Wastewater for the Cyrils Road Project and providing an effective date.

COST: No cost associated with this item.

G. Resolution No. 2019-040R, a resolution of the City Council of the City of St. Cloud, Florida, authorizing the Mayor to enter into a third addendum to and extension of the agreement dated December 10, 2015 between the City of St. Cloud and Treecycle Land Clearing, Inc., whose subject matter is Mulching & Disposal Services for Vegetative Waste, and providing an effective date.

COST: up to $276,000.00

 H. Resolution No. 2019-041R, a resolution of the City Council of the City of St. Cloud, Florida, authorizing the waiver of formal bidding requirements and utilizing City of West Palm Beach, Florida Invitation to Bid No. 16-17-119, previously advertised for bid by City of West Palm Beach, Florida, which is reasonable and otherwise in the best interest of the City of St. Cloud, whose subject matter is Public Utilities Supplemental Workforce, providing for the award thereof to U.S. Water Services Corporation, and providing an effective date.

COST: up to $460,000.00

 I. Resolution No. 2019-042R, a resolution of the City Council of the City of St. Cloud, Florida, authorizing the City Manager or his designee to negotiate and enter into a lease/purchase agreement with Leasing 2, Inc. for one (1) Vac-Con V311HN/1000 Vacuum Truck with Freightliner Chassis with options, available through the Florida Sheriffs Contract No. FSA18-VEH16.0, Specification #53, and the award thereof to Southern Sewer Equipment Sales and Service, Inc., and providing an effective date.

COST: up to $77,455.53 per year

 J. Resolution No. 2019-044R, a resolution of the City Council of the City of St. Cloud, Florida, authorizing the Mayor to enter into a first addendum to and extension of the agreement dated March 8, 2018, between the City of St. Cloud and C & W Global, Inc. whose subject matter is Supplemental Hauling of Municipal Solid Waste, and providing an effective date.

COST: up to $64,000.00

 K. Resolution No. 2019-047R, a resolution of the City Council of the City of St. Cloud, Florida, authorizing the Mayor to execute the Termination and Release of Easement Agreement for STOPR Well Site 24 and providing an effective date.

COST: There is no cost associated with this item.

 L. Resolution No. 2019-048R, a resolution of the City Council of the City of St. Cloud, Florida, authorizing the purchase of two (2) 2019 Ford F-250 XLT Crew Cab trucks with options, one (1) 2019 Ford F-250 ¾ ton Extended Cab truck with options, and one (1) 2019 Ford F-150 XL Crew Cab truck with options, available through Florida Sheriffs Association Contract No. FSA18-VEH26.0, and the award thereof to Duval Ford, LLC, and providing an effective date.

COST: up to $119,428.00

 M. Resolution No. 2019-050R, a resolution of the City Council of the City of St. Cloud, Florida, authorizing the purchase of one (1) Elgin Whirlwind Vacuum Sweeper, with options, available through the Florida Sheriffs Association Contract No. FSA18-VEH16.0, Specification No. 57, and the award thereof to Environmental Products of Florida Corporation, and providing an effective date.

COST: up to $246,965.00

 N. Resolution No. 2019-051R, a resolution of the City Council of the City of St. Cloud, Florida, authorizing the purchase of one (1) Caterpillar 279D Compact Track Loader, with options, available through the Florida Sheriffs Association Contract No. FSA18-VEH16.0, Specification No. 31, and the award thereof to Ring Power Corporation, and providing an effective date.

COST:  up to $70,219.00

 O. Resolution No. 2019-053R, a resolution of the City Council of the City of St. Cloud, Florida, authorizing the Mayor to enter into a third addendum to and extension of the agreement dated September 12, 2013, between the City of St. Cloud and Amscot Corporation for payment processing services, and providing an effective date.

 P. Request City Council’s approval of a Conceptual Master Plan for the Galleria at Canoe Creek mixed use project.

IX.       Council Action

1.   Resolution No. 2019-038R, a resolution of the City Council of the City of St. Cloud, Florida, approving a Water & Wastewater Service Agreement from WWRH Osceola 3, LLC. for the commercial development named The Green Solution, located in the unincorporated area of Osceola County on the north side of U.S. Hwy. 192, south of the Florida Turnpike, west of Simmons Rd., and east of Partin Settlement Rd.; authorizing the City Manager to execute the agreement; and providing an effective date.

2.   Resolution No. 2019-052R, a resolution of the City Council of the City of St. Cloud, Florida, approving the draft Interlocal Agreement of Cooperation between Osceola County and the City of St. Cloud, Florida, herein after known as the Community Development Block Grant (CDBG) 901 Virginia Avenue Park Project, authorizing the City Manager to execute the agreement and providing for an effective date.
