PUBLIC HEARING & PUBLIC COMMENT PERIOD

CITY OF ST. CLOUD, FLORIDA

COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM

 

Notice is hereby given that the City of St. Cloud, Osceola County, Florida, will hold a public hearing on Thursday, November 12, 2020, at 6:30 p.m., prevailing time, at the St. Cloud, Florida, Community Center, 3101 17th Street, Magnolia Room, St. Cloud, FL 34769.  The St. Cloud Community Center Magnolia Room is accessible to persons with physical disabilities.  If special arrangements are needed to accommodate residents in order for them to participate in the public hearing, please call Andre Anderson, Community Development Director, City of St. Cloud, at (407) 957-8427, to make those arrangements, and for persons who may have a hearing impairment, please contact 7-1-1 for TTY/TTD relay.

 

The purpose of this public hearing is to allow for a public comment period for the second amendment to the City’s Five-Year Consolidated Plan for FY 2019-2023 and the Annual Action Plan for FY 2019, which the City adopted and submitted to the U.S. Department of Housing and Urban Development (HUD) for the Community Development Block Grant (CDBG) Entitlement Funds.  An electronic copy of these documents will also be available on the City’s website for public review and comment between October 12, 2020, and November 12, 2020.

 

More specifically, with the onset of COVID-19, the City is now entitled, under the provisions of the Coronavirus Aid, Relief and Economic Security Act (CARES Act) to receive an additional CDBG third-round funding allocation in the amount of $320,884 for grants to prevent, prepare for, and respond to coronavirus (CDBG-CV3 grants.)

 

The following types of activities may be eligible for funding under the CDBG-CV3 program: elimination of 15% cap on the amount of grant that can be used for public services activities; reimbursement costs to prevent, prepare for, and respond to coronavirus incurred by the City; expedited amendment of the citizen’s participation plan to draft, propose, or amend consolidated plans; and then extending the deadline to submit amendments to the City’s consolidated plan and annual action plan.

 

All interested citizens are encouraged to attend this public hearing and they will be given the opportunity to present oral or written testimony concerning the needs of the City of St. Cloud and the use of CDBG-CV3 grant funds to address those needs in response to prevent, prepare for, and respond to coronavirus.   Written comments may be addressed to Andre A. More specifically, the City proposes to amend the 2019 Annual Action Plan to replace the Housing Strategy HS-1 related to the $25,000 Closing Cost Assistance and the Community Development Strategy CD-3 for $15,000 Public Service Youth Scholarships to include Homeless Strategy HO-2 Operation/Support related $40,000 rental assistance for persons or families at-risk of becoming homeless.
