DEVELOPMENT REVIEW COMMITTEE MINUTES

 

DATE OF MEETING:      August 28, 2003

NEW BUSINESS:

 

1.         Approval of Consent Agenda for August 28, 2003

Consent agenda approved without comment.

 

2.         Case #3-16.05 – Indian Lakes, Phases 3 & 4

                                                Construction Plans

 

George Delaney, Greg Duggan, John Townsend were here to represent Indian Lakes.

 

BUILDING DEPARTMENT

INFORMATION:

1.         This case has no effect on the building department.

 

PUBLIC WORKS

CONDITIONS:

1.         The proposed street connection to Canoe Creek Road will need Osceola County approval and a permit prior to connection.

2.                   The proposed boulevard at the entrance to Canoe Creek Road, if intended as a landscaped feature, will need to be platted as a separate Tract for maintenance by the HOA. 

Mr. Delaney asked for clarification of this comment. 

Mr. Luthie confirmed that the comment refers to the island.

3.         Lots 129, 130, 133, & 134 will need spot elevations for the rear corners of the lot.

4.         Section 3-3 on Sheet 7 of 25 will need to be modified to reflect the City’s piping and filling of the open drainage way that exists between Indian Lakes and Canoe Creek Woods Unit 1.  Finish grade adjacent to Lot 12 (Canoe Creek Woods) will be 74.0’ and adjacent to Lot 18 (Canoe Creek Woods) will be 75.0’.

5.                   We recommend that Section 6-6 on Sheet 9 of 25 have a note which states that in the event that the development to the south occurs in a timely manner that Section 6-6 will be modified to eliminate the slope transition from the mass grade to the existing grade.

Mr. Delaney asked for clarification of this comment and stated that since Crystal Creek is only in the design stages, their development will be up much faster.  He then asked if they needed to make an agreement with the Crystal Creek Developers concerning the slope and mentioned that they could possibly use a temporary construction easement.

Mr. Duggan stated that it might be easier for the Crystal Creek developers to fill over their construction.

Mr. Delaney stated that he will look further into this issue.

6.         Section 5-5 on Sheet 9 of 25 will need to be modified to reflect the City’s piping and filling of the open drainage way that exists between Indian Lakes and Canoe Creek Woods Unit 1.  Finish grade adjacent to Lot 23 (Canoe Creek Woods) will be 76.0’.

7.         Please indicate the location of the 12-inch reclaim line on the profile sheet. 

 

LINES DIVISION

CONDITIONS:

1.                   The assigned manhole numbers for phase 3 are incorrect. Please change using the numbers 40-143 through 40-161.

Mr. Delaney stated he needed more instruction regarding the order of the numbering.

Mr. Mauro stated that the numbering does not matter, but that he should make sure it is sequential.

2.                   Indicate either an open – cut or a directional bore on the 12” water main crossing at Canoe Creek Road, and provide a profile.

3.                   Indicate all fittings and valve sizes on all sheets.

Mr. Delaney asked if he could include a note stating the fittings and valve sizes.

Mr. Mauro said that would be fine.

4.                   Change the note on sheet 11 of 25, “see sheet 22 for Canoe Creek Road Improvements“, to see sheet 23.

5.                   Add a detail from phase no.1 to show the removal of the backflow preventer and connection from the potable water main to the reclaimed water main.

 

FIRE DEPARTMENT

CONDITIONS:

1.         Before and during construction, when combustibles are brought onto the site in such quantities as deemed hazardous by the fire official, paved roads to provide access for fire vehicles and a suitable water supply for fire protection acceptable to the fire department shall be provided and maintained.  (L.D.C. 6.1.21.3)

INFORMATION:

2.         Approval of this case will not cause an adverse affect on fire rescue department operations.

 

OUC (ELECTRIC UTILITY)

INFORMATION:

1.         The owner will install all primary, secondary, and service stub-out conduits, the concrete primary pull boxes, concrete transformer pads and secondary pull boxes.

2.         A 10 foot wide utility easement will be required on all property lines abutting a right-of-way.  Other easements may be required.

3.         Please have all the electric conduit system ready and passed inspection by OUC inspectors 4-weeks before you need electric service.

4.         There may be costs to provide electric service to this project.  Please contact Bill Ellwood.

5.         OUC can provide lighting for this project.  Please contact Bill Ellwood.

CONDITIONS:

1.                   Please continue to follow the approved Master Tree Plan date December 14, 2000. The St. Cloud Parks & Recreation Department will inspect on a bi-monthly basis.
