PLANNING COMMISSION MINUTES

Approval of Minutes - November 20, 2012

 

Ms. Greenwood provided a motion to approve the minutes for November 20, 2012.  Mr. Wade provided the second to the motion.  The vote was 5-0 with all members voting "aye."

 

ACTION ITEMS:

 

A.    Case # 12-55.03 - Description of Districts, Land Development Code Amendment

City of St. Cloud

Ordinance No. 2013-01

    

Request:     Recommendation to City Council to amend the Land Development Code (LDC) Section 3.9.1 as it relates to the description of districts

 

Location:    Citywide

Ms. Lewicka presented the case and provided a brief summary of the Land Development Code

Amendment.

Mr. Ragsdale explained to the Planning Commission the use of Residential District 4 (R4) zoning.

Ms. Greenwood made a motion to approve the Land Development Code Amendment Section 3.9.1. Ms. Shi made a second to the motion. The vote was 3-2 with the majority of the members voting "aye". Mr. Rinehart and Mr. Wade voted "nay".

CONSENT AGENDA:

 

A.    Case # 12-85.01 - Mallard Pond Phase 4, Preliminary Development Plan/Plot Amendment

Askey Hughey, Inc.

 

Request:     The applicant is requesting approval of the preliminary development plan/plot amendment

 

Location:    South of Old Canoe Creek Road and west of Canoe Creek Road

 

Ms. Lewicka presented the case and provided a brief summary of the preliminary development plan/plot amendment.

 

·        Public Comments:  no comments

 

Agent: James Askey P.E., Askey Hughey, Inc.

 

Mr. Askey addressed the Planning Committee and explained that phase 4 was reducing the number of units, but there will be no reduction of the lot size.

 

Ms. Greenwood provided a motion to recommend approval of the Preliminary Development Plan/Plot Amendment. Mr. Wade provided the second to the motion. The vote was 5-0 with all members voting "aye".

 

B.     Case # 12-50.04 - Mallard Pond Phase Four - A, Final Plat

Johnston Surveying, Inc.

 

Request:     The applicant is requesting approval of a Final Plat

 

Location:    South of Old Canoe Creek Road and west of Canoe Creek Road

 

Ms. Lewicka presented the case and provided a brief summary of the final plat.

 

·        Public Comments:  no comments

 

Applicant/Agent: James Askey P.E., Askey Hughey, Inc.; Turner Wallis, Johnston?s Surveying Inc.

 

Mr. Wallis addressed the Planning Committee  and explained that there are 19 lots with paving and infrastructures and they are bring this plat forward to create those lots ready for sale.

 

Ms. Greenwood provided a motion to recommend approval of the final plat. Ms. Shi provided the second to the motion. The vote was 5-0 with all members voting ?aye?.

 

C.    Case # 12-50.05 - Esprit Phase 3B, Final Plat

Poulos & Bennett, LLC.  

 

Request:     The applicant is requesting approval of a Final Plat

 

Location:    Northwest of Friars Cove and east of the Florida Turnpike

 

Ms. Lewicka presented the case and provided a brief summary of the final plat.

 

·        Public Comments ? no comments

 

Agent: Candice Hawks, Poulas & Bennett, LLC.

 

Ms. Greenwood provided a motion to recommend approval of the final plat. Mr. Wade provided the second to the motion. The vote was 5-0 with all members voting "aye".
