DEVELOPMENT REVIEW COMMITTEE MINUTES

 

DATE OF MEETING:      October 9, 2003

CALL TO ORDER:         2:00 P.M.

NEW BUSINESS:

 

1.         Case #3-122.01 – Underwood Estates

Hwy 15 and Jack Brack Road

Water/Sewer Request (Major)

 

There was no one present to represent this application.

 

Mr. Nearing explained that staff had determined that this project was close enough to the existing sewer service to require connection.  He noted that the applicant had indicated that septic systems were planned for the subdivision and that this case was to be continued until that issue could be resolved.

 

There was no discussion regarding this case.

 

BUILDING DEPARTMENT

INFORMATION:

1.         This case has no effect on the building department.

 

PUBLIC WORKS

INFORMATION:

1.         No comment.

 

LINES DIVISION

INFORMATION:

1.         Water and sewer are available.

 

FIRE DEPARTMENT

INFORMATION:

1.         Since this project is not in the city limits, it will not receive fire rescue services from the St. Cloud Fire Rescue Department.  Therefore, approval of this case will not have a significant affect on fire rescue

 

OUC (ELECTRIC UTILITY)

CONDITIONS:

1.         No comment.

 

SOUTH FLORIDA WATER MANAGEMENT DISTRICT

INFORMATION:

1.         This case will require review by the City Engineering Department only.

 

FINDING:

The Committee recommended continuance of this case until the applicant can meet with Public Works and the City Manager to discuss connection to the City’s sanitary sewer service.

2.         Case #3-122.02 – Underwood Estates

                                                Hwy 15 and Jack Brack Road

                                                Water/Sewer Construction Plans

 

Mr. Nearing noted that this case was to be continued along with Case #3-122.01.

 

There was no discussion regarding this case.

 

BUILDING DEPARTMENT

INFORMATION:

1.         This case has no effect on the building department.

 

PUBLIC WORKS

INFORMATION:

1.         No comment.

 

LINES DIVISION

CONDITIONS:

1.                   A fire hydrant is required, not to exceed five hundred (500) feet spacing per LDC Sec. 7.9.3.

2.                   Sheet no. 8, Drawing no. D-11002 has changed. Remove and replace it with the most current version.  

 

FIRE DEPARTMENT

INFORMATION:

1.         Since this project is not in the city limits, it will not receive fire rescue services from the St. Cloud Fire Rescue Department.  Therefore, approval of this case will not have a significant affect on fire rescue

 

OUC (ELECTRIC UTILITY)

CONDITIONS:

1.         If electric power is underground the owner shall install all electric conduit, concrete transformer pads and secondary pullboxes. Have conduit installed 4 weeks before you need electric service.

2.         A 10 foot wide utility easement will be required on all property lines that abut Underwood Avenue, only if power is underground.

3.         Please show all existing power poles that are on Underwood Avenue.

4.         OUC can provide street lighting for this project.  Please contact Development Services.

5.         Please send all site and electric information to OUC Development Services.

6.         Once all information is obtained by Development Services an Engineer will be assigned to the job.

INFORMATION:

3.         Case #3-126.01 – Badcock & More Furniture Store

                                                Osceola Industrial Park

                                                Concept Plan

 

Mr. Billy Hendrix and Mr. Mike Chapman were present to represent the application.

 

BUILDING DEPARTMENT

CONDITIONS:

 

1.                    At least one accessible route (special emphasis crosswalk) shall be provided from public transportation stops, public streets or sidewalks to the accessible building entrance per section 11-4.3.2 (1) of the Florida Building Code 2001

 

The applicants asked where the accessible route needed to lead to.

 

Mr. Trowell explained that it needed to go to the nearest accessible walkway or Right-of-Way.

 

Mr. Nearing noted that the applicant could widen the drive and provide striping.

 

The issue of the accessible route was discussed briefly with no change to the requirement.

 

PUBLIC WORKS

CONDITIONS:

1.                   A sidewalk along the property line abutting US441/192 will need to be installed or a variance processed through the City Council if it is determined that a sidewalk is not necessary. 

 

Sidewalks were briefly discussed with Mr. Luthie noting that there was no requirement for sidewalks internally but that the applicant could request a variance for the sidewalk required along U.S. 192.  He noted that staff would support such a request.  He also explained that the applicant would be required to pay funds equal to the installation in lieu of the sidewalk installation.

 

Installation of sidewalks along U.S. 192 with future developments was briefly discussed with Mr. Luthie noting that the City needed to look at whether or not they wanted to require them.

 

2.         A SFWMD Permit Modification will be necessary for the stormwater management system prior to    construction. 

 

LINES DIVISION

INFORMATION:

1.         No comment.                                                                                                                            

 

FIRE DEPARTMENT

INFORMATION:

1.         After initial review of the limited information inherent with a concept plan, nothing appears as if it would cause an adverse affect on fire department operations.  Since items addressing fire protection generally are not shown on concept plans, the fire rescue department will further review the project at the time of site plan submittal.

 

OUC (ELECTRIC UTILITY)

CONDITIONS:

1.         There may be costs to provide electric service to this project.  Please contact Development Services.  Per Dr. Phillips Osceola Industrial Park, all electric that goes into the site must be underground.

2.         It is the responsibility of the owner to install all electric conduit into the site.  A concrete transformer pad will be required if an underground transformer is required.

3.         All secondary wire and terminations are the responsibility of the owner.

4.         OUC can provide Parking Lot Lighting for this project.  Please contact Development Services.

5.         Please send all site and electric information to OUC Development Services.

PLANNING

CONDITIONS:

1.                   Where did the 1 space per 500 s.f. come from. If it is based on the parking determination received last year. It would be my opinion to reapply for this as you are now a multi tenant.

 

The applicants noted that it would be only one store with no additional uses.

 

A parking determination by the Planning Board and the calculations used were briefly discussed.

 

2.                   Check the dimensions on parking spaces and handicapped spaces.

3.                   Show the location of free standing sign if desired.

INFORMATION:

4.                   Revised plans must be submitted within sixty (60) days of this review.  Revised plans submitted after the allotted time frame will require a new application including payment of additional fees.

5.                   All submitted plans must be folded at the time of submittal.  Rolled plans will not be accepted.

 

PARKS & RECREATION

CONDITIONS:

1.                   A tree survey is required. The site holds existing Oaks and Maples that meet minimum requirements of Section 8.2.2(b)(4).

2.                   After reviewing the submitted tree survey, the Arborist may have additional comments.

a)       Two (2) of the Oak trees may exist within the green space.  If so, please show Section 8.3.2 Tree Barrier Zones on the construction plans.

b)       If any trees are proposed for removal, please mark an “X” through each one.

3.                   Mitigation for any tree removal may be a two-to-one ration in accordance with Section 8.2.3(b).  Please show the replacements upon the landscaping plan and label them as such.

 

SOUTH FLORIDA WATER MANAGEMENT DISTRICT

CONDITIONS:

1.         A South Florida Water Management District permit is required for this project.

 

The building permit process, concurrency management and impact fees were discussed.

 

FINDING:

Concept plans do not require committee action.

4.         Case #3-125.02 – Stevens Plantation

W New Nolte Road & Canoe Creek Road

Final Plat

 

Jonathan Baltuc, Kevin Rainey, John Camp and Berry Pruitt were present to represent the application.

 

BUILDING DEPARTMENT

INFORMATION:

1.         This case has no bearing on the building department.

 

LINES DIVISION

INFORMATION:

1.         No comment.

 

SOUTH FLORIDA WATER MANAGEMENT DISTRICT

INFORMATION:

1.         The District recommends approval of this case.

 

OSCEOLA COUNTY PUBLIC SAFETY (911 ADDRESSING)

CONDITIONS:

1.                   Please submit a final approved subdivision Plat (1”=200’) showing approved street names for addressing.

 

Mr. Nearing noted that the plat would have to be recorded before addressing could be assigned.

 

The tracts indicated on the plat were briefly discussed.

 

FINDING:

The DRC recommended approval of the final plat.

5.         Case #3-124.03 – Stevens Plantation

                                                Abandonment of Rights-of-Way

INFORMATION:

SOUTH FLORIDA WATER MANAGEMENT DISTRICT

INFORMATION:

1.         This case will require review by the City Engineering Department only.

 

Mr. Nearing asked Mr. Groenendaal if he had had any response from the utility providers.

 

Mr. Groenendaal noted that he had not notified them as yet.

 

Mr. Nearing directed Mr. Groenendaal to do it right away.

 

The applicants noted that they had already discussed the issue with OUC and that they would coordinate with them regarding disconnects of the existing structures.  He also noted that the Stevens house was going to be a temporary office for the project and the Bronson house was to be demolished.

 

FINDING:

The Committee recommended approval of the abandonment as requested.
