DEVELOPMENT REVIEW COMMITTEE MINUTES

Site Development Plan

 

Applicant/Agent: Ray Stangle, Osceola Engineering Inc., and Danny Bumpus, Bumpus & Associates

Inc.

 

PLANNING DEPARTMENT

CONDITIONS:

1.      On the coversheet, change ?Construction Plans? to ?Site Development Plans.?

2.      On the coversheet, remove landscape and irrigation plan language in ?Site Data? table. The plans are included.

3.      On the coversheet, revise setback numbers in ?Site Data? table to show correct front (30?), north (30?), south (15?), and rear setbacks (25?).

4.      Correct discrepancies with the data provided in the ?Lot Coverage?s Calculations? table. For example, data contained in the Site Development Plan shows 11,241 sq. ft. for the buildings not 11,292 sq. ft. listed in the table.

 

Mr. Stangle acknowledged all conditions and will make the changes prior to re-submittal.

 

PUBLIC WORKS

CONDITIONS:

·        CS-01: Is the weir invert being lowered?  Existing Pond 1 has a weir invert of 75.29, but Post-Pond 1 has a weir invert of 74.3 in ICPR. However, there are no notes of changes on the plans.

INFORMATION:

·        Please be advised that a Pre-Construction meeting and Site Development fees will be required for this project. 

a.      Notice to Proceed on this project will not be issued until after the Pre-construction meeting with Public Services and all required documentation, licenses, permits and fees have been received by Public Services Civil Engineering.

b.      The City of St. Cloud Site Development fee for greater than 2 acres is $2,000 + 4% of engineer?s cost estimate OR for less than 2 acres is $1,000 +4% of engineer?s cost estimate.

c.      Please contact 407-957-7347 to schedule the Pre-construction meeting after the DRC approved plans are received.

 

Mr. Stangle addressed the condition and informed Ms. McCormick that he will correct the calculations,

drainage and phases.

 

LINES DIVISION

CONDITIONS:

1.      Easements- if an easement will be needed for the fire hydrant, revise and show.

2.      Ensure all separations will be met.

3.      Locate and protect all existing utilities.

·        A pre construction meeting is required prior to commencement of site construction.

There should not be a FDEP permit required, but a determination letter will be needed.

 

Mr. Stangle acknowledged the conditions and will add the proposed easement on the revised drawings.

 

CONCURRENCY MANAGEMENT                                         

MARTY HOBBS 407-957-7285

INFORMATION:

1.      The plans do not include installation of additional water/sewer services.  Please be aware that any such addition will require assessment of water and sewer impact fees.

2.      What is the proposed ?use? of the 3,838 sq ft building?  Once a ?use? is determined a transportation impact fee assessment will be calculated.  For example, the current rate for ?office space? is $2,643 per 1,000 sq ft but if the structure is utilized as ?storage? it will be considered ancillary to the existing structure and free from assessment.

Ms. Hobbs informed the committee that after Mr. Stangle received the DRC comments, he contacted her to

clarify the proposed use as office space.

Ms. Hobbs told Mr. Stangle that there will be transportation impact fees.

Mr. Stangle asked Ms. Hobbs for a copy of the estimate fee. 

 

FIRE DEPARTMENT

CONDITIONS:

1.      Verify fire flow of 1500 gpm for 2 hours.

2.      Fire lane construction to be approved by Public Services.

3.      The Fire rescue Department will not accept a grass covered fire lane.

4.      Mark fire lane per NFPA 1 18.2.3.5.3 FFPC 2010

RECOMMENDATIONS:

·        Fire lane to be pavement, concrete or pavers.

 

Mr. Stangle acknowledged the conditions and will revise the plans and submit the hydraulic calculation

report.

Mr. Stangle proposed to use pavers and stones for the fire lane.

Ms. McCormick advised Mr. Stangle to email the proposed paver installation detail.

Mr. Stangle asked if the City can verify the duration of the fire flow with Civil Engineering and get back to

him.

Mr. Clough will verify the duration of the fire flow with the City Engineer.

 

BUILDING DEPARTMENT

CONDITIONS:

·        Sheet 5, Handicap parking detail sign needs to state $250.00 fine.

INFORMATION:

·        Building separation and/or sprinkler systems will be addressed at time of permitting.

 

Mr. Stangle acknowledged the condition and will revise the Handicap parking detail sign to state $250.00

fine on sheet 5.

 

PARKS & RECREATION

INFORMATION:

1.      Silt fence shall be staked and not trenched.  This will be further discussed at the preconstruction meeting.

2.      Landscape architect met on site with Parks and Recreation January 23, 2013 regarding tree protection and landscape requirements.

 

 

Mr. Bumpus wanted to clarify if Ms. Duffy wanted someone from the County to be present at the site for

the trimming of the tree. Mr. Van Tassel said yes.

Mr. Stangle acknowledged that the silt fence will be staked and not trenched.

 

SCHOOL DISTRICT OF OSCEOLA COUNTY

Mini Site Development Plan

 

Applicant/Agent: Isabel Vega, CVS Pharmacy, and Susan Bradley, RRW Architects & Planners

 

PLANNING DEPARTMENT

CONDITIONS:

1.      The Mini Site Plan does not have a title on the coversheet although it is listed under ?comments.?

2.      Correct the parcel ID in ?Site Analysis? box on coversheet.

3.      Add scale to vicinity map. No less than 1? = 2000?

RECOMMENDATIONS:

·        There is no bicycle parking shown at the site. The addition of four bicycle parking locations would bring the site into compliance with Article 3.18 of the Land Development Code and may help to alleviate parking congestion on site.

 

Ms. Bradley acknowledged the DRC conditions and will make the changes on the revised plans. Ms. Vega

agreed to the recommendation and stated that the revised plans will show the bicycle parking.

 

PUBLIC WORKS

·        What is the secondary property line that is not bold just inside the property line?

INFORMATION:     

1.      Provide a copy of the FDOT permit for the work within the right-of-way for SR 192.

2.      Please be advised that a Pre-Construction meeting and Site Development fees will be required for this project.

·        Approval of this case will have no effect on Fire Rescue operations.

·        Permits may be needed for any interior renovation.

 

Ms. Vega informed Mr. Wood that there will be no interior renovation at this time.

 

PARKS & RECREATION

CONDITIONS:

1.      Please provide a tree barrier zone typical and/or notes upon Sheet AS-1 Demolition Site Plan; assuring the 24? existing Live Oak (Quercus virginiana) is protected in accordance to the St. Cloud Land Development Code, Article VIII; Tree Protection.

Note: City Arborist or designee will monitor tree barriers during construction. Other existing trees are subject to protection.

2.   Please provide a description of the proposed plant material and/or tree replacement on Sheet AS-2 Proposed Site Plan; not cover sheet.

·        Name of plant material and/or tree

·        Size: height and caliper (hedge and tree)

·        Standard or multi-truck (tree)

Please note: The plant material and/or tree(s) will meet minimum Florida Grades and Standards No. 1 or better.

3.      Please replace the required hedge material; on the East and West side of the connecting sidewalk in accordance to the March 13, 2002 approved landscaping plan.

4.      Please replace the tree; within the median of the connecting sidewalk. Show and describe the proposed tree which will overlap this particular area; updating the approved site plan.

5.      Please make repairs to the existing 6? PVC fence abutting 14th Street.

RECOMMENDATIONS:

A.    It is highly recommended to remove and replace all of the existing Elm trees (Ulmus parvifolia); located along Highway 192/441. Un-desirable pruning techniques and parasitic mistletoe are accelerating the failure process of these required buffer trees. A separate permit and revised site plan may be required if removal occurs at a later date.

 

Ms. Bradley acknowledged all of the conditions and will address the changes on the revised plans.

Ms. Vega proposed to replace the Elm trees at a later time.

Mr. Ragsdale agreed to remove comment per an agreement with the applicant to resolve this concern at a

later date.

 

 

ADJOURNMENT:        The meeting was adjourned at 2:21 p.m.
