Site Development Plan

PLANNING DEPARTMENT

CONDITIONS:

1.      Please identify the correct address on the site plan. The address on the site plan submitted is listed as 4850 Irlo Bronson Memorial Hwy. The concrete plant facility is located on Parcel ID # 07-26-31-0725-0001-017-0 and is addressed 2070 Hickory Tree Road.

2.      Please identify the required wall and buffer on the site plan. 

 

Mr. Maschmeyer acknowledged all of the conditions and stated that he will correct the site address.  In addition Ms. Giannuzzi informed the representatives that condition # 2 is no longer valid.

CONDITIONS:

1.      It appears that the property line on the site plan does not match the property appraiser?s website.  Please revise.

2.      Address on the site plan is incorrect.

3.      Owner is incorrect on the plan, as Maschmeyer is not the property owner.

4.      The sign for the company is not shown on the plan.

5.      Please provide dimensions, details and material information on the two storage containers.  In addition, provide flow of drainage at and around the structures.

6.      Provide dimensions on the trailer.

7.      Please provide dimensions, details and material information on the drying area.

8.      The site layout appears to have some inconsistencies with what is existing on the site.  For example, the site plan shows the silo as north of the plant equipment.  However, after a review of the existing site, the silo is to the west of the plant equipment. 

9.      Finished floor of the structures and trailer are not included on the plans.

10.   Please verify the slopes along the pond banks.  It appears that they have fallen away compared to the design layout on the site plan.

11.   Parking spaces are not shown on the plan.

12.   Are there any storm structures in or out of the pond?

INFORMATION:

1.      Please provide a copy of the SFWMD, FDEP water and FDEP wastewater permits to Public Services.

 

Mr. McGregor and Mr. Maschmeyer both acknowledged all of the conditions.

CONDITIONS:

1.      There has been utilities requested prior, show the utilities being requested.

2.      Add city of St. Cloud standard details and general notes. These will have to be followed for construction of meter service and fire hydrant.

3.      After reviewing the Fire Marshall?s comments please add the fire hydrant and all cross sections for any crossings this may encounter.

4.      Include all existing utilities

5.      Easements will be required depending on fire hydrant placement

6.      A minimum 15 foot (15?) wide utility easement is required centered over the water main, fire hydrants and up to the water meters.

7.      All necessary paperwork for dedication to the City of required Utility Easements must be received prior to release of water meters for the property.  Required documentation for all Utility Easements includes at a minimum suitable easement document, legal description and sketch of the easement, and a Certificate of Title for the parent parcel dated no more than 15 days prior to receipt of the easement paperwork.

8.      Depending on installation of hydrant, include a jumper connection, sampling points and FDEP permit applications.

9.      Additional comments may exist after the plans have been resubmitted.

10.   Include FDOT approval and Osceola County approval of the connection of the meter and hydrant.

INFORMATION:

·        Additional contact information should be included.

A pre construction meeting will need to be completed prior to any site work can start

 

Mr. Maschmeyer acknowledged all of the conditions. 

 

FIRE DEPARTMENT                                                                   

DAVE ENNIS 407-957-8484

CONDITIONS:

1.      Fire hydrants in commercial, industrial, and high-density residential areas shall be spaced no greater than three hundred fifty (350) feet apart and shall be connected to mains no less than eight (8) inches in diameter.  In addition, hydrants shall be located so that the radius of one hundred seventy five (175) feet from the hydrant shall strike a portion of the structure, as well as strike the same radius of the next hydrant on the property. The required distance between all hydrants shall be measured along the road right-of-way and shall not be measured across private property not designated and used as a road right-of-way. No individual hydrant shall be designed to deliver more than 1000 GPM of required fire flow.  (L.D.C. 7.9.2.b.1)

2.      Fire Hydrants and Fire Protection Appliances shall have clearances of 7.5 feet front and sides and 4 foot to the rear for hydrants. (NFPA1 18.3.4.1) This includes driveways, mailboxes, trees, shrubs and utilities.

3.      Hydrants shall comply with City of St. Cloud details. (LDC 7.9.3.2)

4.      An occupational license and inspection will be required.

RECOMMENDATIONS:

·        Due to the size and use of the structure the Fire Rescue department recommends and approves a hydrant at the entrance on Hickory Tree Road if it is within 1000? of the structure following guidelines set forth in LDC 7.9.2.b.1.

INFORMATION:

·        The comments were similar for case # 06-124.01.

 

The representatives acknowledged all of the conditions.
