DEVELOPMENT REVIEW COMMITTEE MINUTES

NEW BUSINESS

 

1.                   Case #05-82.06 – McKay Street Townhouses, Ph. 1 (John Groenendaal, Planner)

720 McKay Street

Sub. Construction Plans, 2nd Submittal; 1.59 acres, 15 units

 

BUILDING DEPARTMENT INFORMATION:

1. No comments on these construction plans.

 

INFORMATION TECHNOLOGY DEPARTMENT

CONDITIONS:

1. Effective immediately, all residential and commercial developments approved (issuance of a “Notice to

Proceed” shall constitute approval) after December 1, 2005 shall be assessed a “CyberSpot Capital

Expansion” charge due and payable prior to issuance of a “Notice to Proceed” for the development.

This fee shall be assessed as follows:

Per Residential Unit: $118.46

Per square foot of Commercial property: $0.0068

Please reference Resolution #2005-418R, Ordinance #2005-168, and Section 6.1.10.1 of the

Land Development Code.

2. Poles that provide a minimum mounting height of 25 feet, as recommended by the Radio

manufacture and a continuous, non_switched power source, will be required, at no cost to the City

of St. Cloud, for mounting of the radios.

3. In instances of decorative light poles, matching decorative poles, providing a minimum mounting

height of 25 feet, as recommended by the Radio manufacture and a continuous, non-switched

power source, will be required for mounting of the radios, at no cost to the City of St. Cloud.

4. The location of these poles will be determined by the City of St. Cloud.

INFORMATION:

1. Based on the plans submitted, the fees will be $1,776.90.

 

PUBLIC WORKS

CONDITIONS:

1. Please remove note 6 on the plat. Since the streets are private we have no need for an unobstructed

drainage easement on the property.

2. You will need to obtain a permit or a “letter of intent” to issue a permit from Osceola County for access

to McKay Street prior to plan sign-off.

3. The proposed drainage connection from the retention control structure to the McKay Street drainage

system will need to be approved by Osceola County.

4. The Solid Waste Division of St. Cloud will provide one burgundy container per unit. A green cart for

vegetation and grass clippings will not be furnished.

5. We do not recommend the use of a slot drain as depicted in Section C adjacent to the tot lot for

drainage conveyance. A Miami curb to collect and convey the runoff to a collection/discharge point is

preferable.

6. Please provide a road profile with the proposed centerline grade and slope depicted.

7. What does the crosshatched area at the entrance along the curb represent? We recommend that a

curb inlet be placed along both sides of the street.

 

CONCURRENCY MANAGEMENT

CONDITIONS:

1. The Sewer Impact Reservation Fee $3,537.00amount equal to 10% of required sewer impact fee, is

required prior to issuance of Notice to Proceed.

2. The Sewer Impact Reservation Fee shall be credited towards the sewer impact fee for each residential

dwelling unit at the time of building permit at the rate of $235.80 per lot. The balance of the sewer

impact fee and all other impact and tap fees are due and payable at the time of Building Permit on a lot

by lot basis.

INFORMATION:

1. The Sewer Impact Reservation Fee is calculated as 10% of the estimated sewer impact fee for the

development, according to Resolution 98-27R. The estimated sewer impact fee for the project is $2,358

per dwelling unit. 15 dwelling units x $2,358 = $35,370.00 x 10% = $3,537.00.

2. Please be advised that the Certificate of Capacity will not be moved forward to City Council for approval

until such time as the applicant notifies the Planner that it is needed. Your planner will place the item on

the next available City Council agenda.

 

LINES DIVISION

CONDITIONS:

1. All conditions have been previously addressed.

 

FIRE DEPARTMENT

INFORMATION:

1. Approval of this case will not cause an adverse affect on fire rescue department operations.

 

OUC (ELECTRIC UTILITY)

INFORMATION:

1. The owner will install all the primary conduit and the concrete transformer pads. The secondary conduit,

wire and terminators are the responsibility of the owner. Please have the conduit installed and

inspected by OUC three weeks before you need pre-power.

2. The Utility Tract is OK for the entrance, other easements may be required for transformer locations.

3. There may be costs for temp. power to this site.

4. There may be costs to provide electric service to this project, please contact Development Services.

5. OUC can provide parking lot lights for this project, please contact Development Services.

6. Please send all site and electric information to OUC Development Services.

7. Once all the information is obtained by Development Services an Engineer will be assigned to the

PLANNING

CONDITIONS:

1. Substantially matches the PSP.

INFORMATION:

2. Revised plans must be submitted within sixty (60) days of this review. Revised plans submitted after the

allotted time frame will require a new application including payment of additional fees. Please be

advised that the number of plans required for submittal has increased to 15 sets.

3. Applicant shall confer with Osceola County regarding access, right-of-way permits and concurrency

prior to Final Site Plan approval for any development application that impacts a County Road.

4. Please be advised that no model homes or centers will be permitted prior to recording of the final plat.

Any such structures shall also require approval of a “Mini Site Plan”.

 

 

SOUTH FLORIDA WATER MANAGEMENT DISTRICT

CONDITIONS:

1. This case will require review by the City Engineering Department only

 

            FINDING:

                        DRC recommended approval with conditions.

 

2.                   Case #6-109.01  –  Public Shopping Center (John Groenendaal, Planner)

Southwest Corner of Canoe Creek Road and Old Canoe Creek Road

Concept Plan; 14.58 acres, 66,431 sq ft building

 

BUILDING DEPARTMENT

INFORMATION:

1.) No comments on this concept plan.

 

INFORMATION TECHNOLOGY DEPARTMENT

INFORMATION:

With the implementation of the Cyber Spot wireless system thru out the City of St. Cloud,

“Cyber Spot Capital Expansion” charges will apply prior to development of said property.

This fee shall be assessed as follows:

Per Residential Unit: $118.46

Per square foot of Commercial property: $0.0068

Please reference Resolution #2005-418R, Ordinance #2005-168, and Section

6.1.10.1 of the Land Development Code.

Based on the site plan submitted, the fees would be approximately $4,318.71.

CONDITIONS:

1. The two access points to the shopping center will need to receive a “letter of intent” to issue a

permit from Osceola County prior to plan sign-off.

2. Where will the storm water be discharged?

3. A SFWMD permit will be required.

4. A cross access agreement will need to be provided for the corner parcel which is “not part of

the property”.

5. The drive aisle width for two way traffic is a minimum of 24’. Please label the drive aisle along

the north side of retail C to verify compliance.

 

LINES DIVISION

CONDITIONS:

1. Water, sewer and reclaimed water are available to this site.

2. On-site extensions will be required for service with looping of mains

between Old Canoe Creek Road and Canoe Creek Road.

3. All water, sewer and reclaimed water Hydraulic Analysis Reports are

required at time of submittal of construction plans.

4. A FDEP permit is required on the water and sewer systems.

5. City approved backflow preventers will be required on all water and fire

protection services.

6. A grease trap will be required on all units with food preparations.

7. The following easements are required on the following systems: 15’ min.

utility easement on the water and reclaimed and a 20’ min. on the

sanitary sewer.

 

FIRE DEPARTMENT

INFORMATION:

After initial review of the limited information inherent with a concept plan, nothing appears as if it

would cause an adverse affect on fire department operations. Since items addressing fire

protection generally are not shown on concept plans, the fire rescue department will further

review the project at the time of site plan submittal.

1. The land use and zoning change must be processed prior to this plan receiving final

approval.

2. The parking stalls may be 18 feet with 2 feet of overhang, as presented there is no

overhang.

3. There appears to be a stub out to the south, why?

4. Access to the outparcel not owned by Sembler shall be provided at two points, like the

rest of the outparcels.

5. Provide a ISR and Interior green space calc.

6. Show a sidewalk along Old Canoe and Canoe Creek Roads

7. Unable to comment on landscaping for deficiencies.

FIRE DEPARTMENT

CONDITIONS:

Upon annexation, this site will receive fire protection from the St. Cloud Fire Rescue Department.

In order for the site to receive the ISO rating inherent with the rest of the City, a hydrant must be

located within 1000 feet of any existing structures, measured along the road right-of-way and

shall not be measured across private property not designated and used as a road right-of-way.

Furthermore, any future development will require standards set forth according to the City of St.

Cloud’s Land Development Code.

 

OUC (ELECTRIC UTILITY)

CONDITIONS:

1. No comment.

 

PLANNING

CONDITIONS:

1. Submit complete legal description in electronic format.

2. Certificates of title for all parcels must be submitted.

RECOMMENDATIONS:

3. Case is to be placed on hold until the City and School District attorneys have the

ownership issues determined.

 

SOUTH FLORIDA WATER MANAGEMENT DISTRICT

CONDITIONS:

1. The District has no comment on this case.
