Public Purpose of the Special District:
The District shall have all powers as authorized by law, including but not limited to contract, finance, purchase, acquire, hold, possess, lease, encumber, market, sell, dispose of, and maintain the real property located within the bounds of the District for the ultimate development of a community development and improvement project for the purposes of enhancing and expanding economic activity in the City of St. Cloud and effectively managing growth within the City of St. Cloud. Additionally, and by no way of limitation, the District shall have the authority to specifically acquire in the District's name the property specified in Ordinance 2003-47.

Ordinance 2003-47 of the City of St. Cloud effective August 21, 2003 and in accordance with
Chapter 189, Florida Statutes.

The District has not adopted a Code of Ethics, other than that as established by Section 112.313 Florida Statutes.

The District does not have a budget separate and apart from that set forth in the City of St. Cloud's budget.

As a component entity of the City of St. Cloud, the District is audited as part of the City of St. Cloud's annual audit report (CAFR). A complete copy of that audit report is available here.
