Council Member Holmes has been a resident of St. Cloud since 1979. He has been married to Michelle for 21 years, and they have 2 children. Russell served in the U.S. Navy for 9 years and served in the Adriatic Sea during the Yugoslavian Civil War, and in the Persian Gulf during the Persian Gulf War. Russell received an honorable discharge from the Navy in 1997.
