Department Mission
The mission of the Building Department is to protect the lives and safety of the public, preserve quality of life, and contribute to economic development. Our philosophy is based upon enforcement of building codes in an atmosphere of cooperation, open communication, and focusing on a long-term commitment to environmental integrity. We strive to provide the best service to our customers in a timely and courteous manner.

Building Department Responsibilities

Licensing Responsibilities

  • Enforcing city codes and  Florida Statute 205
  •               Ensuring zoning allows type of business                     
  •    Issuing and renewing contractor registrations 
  •                Issuing and renewing business tax receipts                         
  •            Issuing and renewing certificates of use                         
    NEW! Building Department has been assigned a Grade 4 by Insurance Services Office (ISO) Press Release 

       5th Edition of the Florida Building Codes became effective
                         June 30, 2015
    The 5th Edition Florida Building Codes are mandatory for all new construction or rehabilitation projects with a permit application date of June 30, 2015 or later.  
    Effective Date: July 1, 2016

    The 5th Edition of the Florida Building Codes is mandating air infiltration testing by pressurized blower door testing.
    City of St. Cloud Building Department requirements:
    1. Testing and certification shall be performed by a St. Cloud Building Department approved third party.
    2. Approved third party - A company not affiliated with and independent of the contractor or company building the building or performing the HVAC equipment installation and qualified to conduct the testing and certification.
    3. Qualification - submittal of documentation including certification from a recognized organization indicating completion of educational training and instruction in the use, operation and evaluation relating to air leakage with the Blower Door Test method.
    4. Testing certification from the third party must be submitted and approved prior to issuance of the Certificate of Occupancy.
